This blog has two parts. The first part is to let you know that there was a back to Africa movement in the 19th century. It began early in the century. Started by white Americans who were concerned that former slaves and freemen would not be able to adjust to the American society.
Many ships were hired to voluntarily return blacks to Africa. Over the century, many thousands of American blacks were brought to West Africa.
The settlement that they created became the capital, Monrovia, and they declared the surrounding area to be the independent nation of Liberia. In the intervening century, Liberia has not been a thriving location. The photo on the right shows downtown Monrovia.
A few decades ago there was a revolution in Liberia and the native population that was there before the American slaves arrived, rose up and overthrew the previously inherited aristocracy.
I will let anyone who believes in group IQ or group characteristics test their own hypothesis on the Liberian freed blacks ability to create the modern world.
The second part of the blog is to remind my readers that we have a large permanent Black underclass in America that is illiterate and innumerate. This will not change under any circumstances because we have no idea how to change it. Every effort to reform or change it has failed in the past half-century.
I want to raise a touchy issue. There may be a modern solution that parallels the type that was used in the 19th century.
I think it would be worthwhile examining whether minimum-security prisons for American blacks could be operated in Liberia. I do not doubt that for the amount of money Americans can spend on prison maintenance and operation that Liberia would have any hesitation to accept this private paid prison offer. One benefits would be that reproduction of the American Black underclass might be reduce with the absence of conjugal visits with Americans.
By making this overseas prison a business proposition for reducing domestic prison costs I suspect it would be legal. We do it currently with prisoners being sent to Mexico.
I don't mind being called 'racist'. We have a serious crime lower-class problem in America and only honest people will be able to make reasonable suggestions on this problem.
