Today there is a global need for underground railroads. People are still escaping from Cuba and risking their lives. Where are the private boats half way between Miami and Cuba to help them escape?
There are tens of thousands of people escaping North Korea into China. If they are caught by the Chinese they are sent back to be enslaved, tortured or murdered. There are a few church groups helping run a North Korean underground railway in China.
There are tens of thousands of innocent civilians escaping from Eritrea, Somalia and Syria who need the help of an underground railroad. We did not have such an institution for the South Vietnamese who died trying to escape the invasion of their country. How about Cambodia? We didn't have much for people under communist domination during the Cold War. We need such an institution.
We need a global operation of underground railways. It could take half a century before such a system can be put in place and become workable.
