You already know that most of the world faces declines in fertility and population growth. You also know that many parts the world from Sweden to Japan have tried virtually every policy and technique to increase their reproductive rates.
The only country that has a positive reproductive rate outside of North India and parts of Africa is Israel. The two reasons that Israel seems to have a positive rate seems to be: (1) an existential threat by most of the world encouraging the Israeli woman's personal annihilation. (2) The existence of a universal draft that includes women and gives men and women a chance to work closely together at an appropriate age.
There are many suggestions for increasing reproductive fertility but absolutely none of them have been effective. No incentives, no amount of money have increased reproductive ratios.
I have a suggestion that I believe will work.
The suggestion is that IVF (invitro fertilization) be changed from its current painful and risky procedure to a non-painful non-risky procedure that is inexpensive and is subsidized.
I believe that there are many women who are not fertile or are living in pairs that are not fertile and that there are many women who are single with no intention of getting married and having children.
All of these groups will be interested in a new functional and simple IVF procedure.
I believe that this number of women is sufficient to help populations, such as United States that is near a 2.1 reproductive rate, to increase its fertility.

I would also make sure that such an offer of subsidized fertility is not available to women under 27 years of age. The reason is straightforward. I want to exclude overly careless poor-parenting populations of teenagers, from producing more unwanted children.
