In the past 20 years, watching the literature and talking to professionals in the field, I have seen the subject of management disappear. ( I used to teach management.)
Today, a good manager does a few things. First, the manager conducts quarterly or semiannual reviews of each person under his control. (Nearly everyone hates to do reviews). In the review, previous goals are evaluated, new goals are established and personnel plans, such as education, are discussed. The manager listens closely. Everything is written down.
On a day to day or weekly basis goals and tasks are set, and previous goals and tasks are update.
Employees today are treated much like contract labor.
In fact management today is really the supervision of many independent self-employed contract laborers.
Of course, I am talking about the vast private commercial world. I have no idea how government works. How can you manage people if you can’t fire them for failure.
