The Obama administration budget, like all budgets has a baseline based on previous budgets and additions.
The budget presented last week to Congress showed two items that were passed as explicitly temporary items in the previous year's stimulus budget; they were shown as part of the current permanent baseline budget.
The two items were the expansion of the child tax credit and the expansion of the earned income tax credit. These were explicitly temporary items. They are not part of the baseline.
