New city is going to erupt

This photo is of a development in the middle of the San Francisco Bay Area.  It will be a large town, over 2,500 homes and 10,000 residents.  It is south of Orinda.  You can Google Castlegate to see it on a map. You can also Google news about Castlegate or any other new development in that area and not find it mentioned.

Here is a giant new development that will effect everything in the East Bay area and it doesn't seem to register. 

The project is in abeyance for the time being due to a funding shortage, but it will be back online in a year or less.

Do metropolitan areas just grow with giant internal spots of explosion without anyone paying attention?  I guess so.
