Since no one else seems to have pointed it out I will: the current administration has relied on Congress to create legislation.
I expect that practice from Rahm Emanuel who was a Congressman and who has great respect for Congress. I also expect that from a President who's only political experience was a few years as a legislator.
However, that is a failure to understand what an executive is. That is a failure to understand the role of the Executive branch.So far, in eight months, we have seen the results of deferring to Congress to create legislation.
One stimulus bill, passed, that was nearly all pork and which is beginning to have an effect (less than 10% has been spent so far, on accelerating old programs) six months after the economy turned around. The stimulus didn't stimulate anything, a total waste.
A cap and trade bill that is already dead.
The healthcare initiative is six months old in Congress: it has five different bills in the House and three in the Senate and only one House bill has been voted out of committee. Not good evidence of legislation that will succeed.
This week the President may try to change this failed policy of relying on Congress to create legislation.
