The photo on the right is a dead-end street in San Francisco, near my house, that used to be crowded with wind chimes. Four apartments on this street had outdoor wind chimes which were audible to anyone walking by...all the time. Now there are no wind chimes in this area.
I personally find a never ending cacophony of wind chimes to be an intrusion on my personal space. The same would be true for any regular, repetitive or intrusive sounds (except children playing). Fortunately there are none I can hear from my home and when there are I ask the neighbors to take their chimes down.
I always wonder if Real Estate brokers are sensitive to the many potential buyers who might not like to buy a home that is surrounded by wind chimes.
This photo shows an apartment for sale right in the middle of what was formerly the wind chime row. Did the seller understand that many buyers wouldn't like the intrusive wind chime sound and ask the neighbors to take them down? I suspect that is the case.
For the record, wind chimes came from China where they were put outside the home on calm hot summer evenings where the delicate tinkling of the chimes was a sign of a gentle cooling breeze. The chimes connoted a cool gentle breeze...a sweet sound. They were never put up any other time.
