The battle of the dogs is rampant in San
Francisco because San Francisco is a city with few children. Therefore dogs are easily two to three times as abundant as children.
As a consequence, the political process is overwhelmed by the dog issue and politics has to mediate the desire of dog owners (PC: "dog masters", "dog guardians"...etc) to let their pets run free wherever possible and the fear of other citizens of being bitten by unleashed dogs or stepping in dog generated excrement.
As a consequence of the political divisions of San Francisco, a common phrase from twenty years ago has a new meaning "I don't give a shit."
