New Orleans was not just an aberration because of Katrina. The South has a significantly higher crime rate than the rest of the country and New Orleans is just the worst of the South.
Of the six states with the highest crime rates four are in the South: South Carolina, Florida, Tennessee and Louisiana. Only Maryland with a large population of Southern blacks and New Mexico with a large Mexican immigrant population are in the top six.
The migration of 11 million blacks who came North in the 1950s and 1960s brought their Southern crime patterns with them. Five million returned to the South in the 1980s and 1990s.
We should also note that complaints about the high proportion of blacks on death row are complaints that ignore the data. While blacks are only 12% of the population they are half the men on death row.
What is happening is that half of all the murder victims are black. Justice seems to be working. (Tables 295,299; pp195,197)
