Architects here use two distinct
elements. One on the right is the outside 
stairwell that would be a
fire escape anywhere else, but is always integral to the design here.
Very common if not universal.
The image on the left is a building with stainless steel chains hanging from the roof and creating the front facade. The building in chains is a metaphor. Maybe not PC in America. This building is a library for the blind.
