Several Japanese insiders have told me that the Japanese public has close to a majority supporting an end to Article 9 of the Constitution banning any form of military. In 1992, only 10% supported ending Article 9. If the North Koreans test a nuclear weapon, the Japanese public would go overwhelmingly in support of an aggressive missile defense system (quite feasible here since 90% of the population lives in four geographically dense locations), to be followed by Japan building its own nuclear delivery system.
