Terrorist Turn-in Reward

Why don't we have a national reward system for turning in terrorists?

I don't think Homeland Security people have their mind around this issue. The issue is preventing disaster.

Running ads with an anonymous phone number and a $2 million reward for turning in anyone who is making a bomb might be effective.
