There has been a great deal of hand wringing about the Spanish electorates cowardly reaction to their mass murders.
The most important outcome is overlooked: Every incumbent elected government in the world can look at the Spanish example and learn how vulnerable an incumbent government is to terror immediately before an election. India has elections coming up over the next two months.
Solution: lots of preventive detention of high-risk persons for several weeks before an election.
You don’t believe that governments use preventive detention? I watched it happen many times over forty years. Whenever a U.S. President (of either party) was going to appear in public in San Francisco 15 to 30 potentially dangerous people were arrested and held in jail for a few days before the presidential appearance.
Such arrests would be aimed differently today. Instead of avoiding assassination they would be expected to disrupt terrorist activity.
